Does have latched but spigot is broken and missing a piece. May be able to be replaced. Selling as is. Seal seems to be in good condition and latches do function properly. Unit is dirty, has writing, paint and other markings on exterior. Also contains scuffs, scratches, and rough spots. See photos.
